San Francisco City and County roofing projects require contractors who understand the compliance framework that governs public works. Contractors bidding on these projects must hold a C-39 Roofing license and register with the California Department of Industrial Relations. Projects must comply with prevailing wage requirements as determined by the State Department of Industrial Relations.
San Francisco Administrative Code Section 6.22(a) requires construction projects greater than $25,000 to include performance and payment bonds for 100% of the contract award. Many projects include Local Business Enterprise subcontracting requirements, with typical LBE participation goals of 20% and at least 10% subcontracted to LBEs certified as Micro in size. Covered projects must also comply with the San Francisco Citywide Project Labor Agreement and Local Hiring Policy for Construction.
